bounty’s should not be placed by computer factions or empire’s that’s just your standing.
And if you take out player involvement than you take the fun and revenge away from the bounty hunting

The only way to close it completely…eliminate ability of players to place bounties themselves.
No, Standing is the mechanic that dictates if you get popped by an npc faction, now how much people get rewarded for killing you by doing something or setting conditions.
You need to learn to properly identify systems if your doing to make comments like this.
