NS is unaffected by wardecs or suspect flags.
So yes, while asset safety there could be changed, its not relevant to wardecs.

I mean, I would love the hell out of this… but… reality.
Frequently, currently, I see neutral logi all flashing yellow, repping some chicken who is bashing some structure… or fighting some poor doomed souls. Other people “could help” out and run them off but there is a very short list of people that actually will. HS is full of people that see a valid target and go “nope, do not want”. Heck, the suspect flag despite its actual function behaves more as sign that says “you do not want to shoot this, bad things will happen to you”. So, most just look the other way and go on about their business.
And this is when there is just one… Now I am picturing 20+ people all yellow… yeah. The tears would be wonderful, but… no.
It should be considered that people don’t roam around HS all day, fitted for PVP, just hoping that they’ll encounter a suspect against all odds. It’d be a waste of time. Even if they did, those going suspect usually have a better grasp of the complicated mess of HS engagement and crimewatch rules, than an everyday player. Anyone flying around suspect is typically doing so by choice to lay a trap. And I can’t think of a single person who needed to learn that the hard way more than once.
This would especially be the case if there’s a bunch of yellows in local. I don’t pretend to know every rule of crimewatch…so if you tried to engage one neutral logi, wouldn’t the rest of the already-yellow logi be able to just rep him too? Shooting would be a futile exercise and woe unto you if he’s fitted in any way that allows him to fight back, even marginally, now with a string of logi of his own for backup.
For this to work out the way you want, someone have to notice all the yellows, be fit and ready for PvP, call and organize their friends/corpmates to stop what they’re doing and ready up as well, and nosedive into what almost everyone already knows is probably an ambush. Most people have better things to do than to organize to engage randos that aren’t a direct threat to them. Not to mention that EvE is not the place to make random enemies anyway. People running missions, trading, moving freight, organizing corp doctrine, theorycrafting, mining…why would they waste the time, energy, resources, and possible diplomatic relations to future neighbors to engage a squad of yellow randos that have nothing to do with themselves?
I think this idea came from a genuine if still yet naive place. Things often don’t work out as we wish they would.
