Warp to Within XX doesn't always work

Hi,

In Hare (Solitude), I select warp to 10 KM for a Customs Office (Hare I) and it places me at 106km. Doesn’t happen all of the time but it just did it again today. I am in a Bustard and I warped from the Babimoult gate.
