I felt difference, most of my pve ships and fits has been affected.
Those few % seems small but when you take volley from room of 30 ships then you realize it’s not just few %
Which is exactly the point: you’re supposed to feel a change. What we disagree on is whether or not CCP needs to reverse the change because it’s unacceptable that you can’t effortlessly farm everything. Perhaps the reality here is that you’re just not good enough to succeed at the toughest PvE content and should try to improve your skills.

Resits are a term in some countries for having to redo secondary education exams, so he may just want to go back to school.

Maybe you should be better at EVE? Maybe the unfortunate truth is that you are not good enough at EVE to do more difficult PvE and should stick to level 2-3 missions?
I’m not talking about easy missions…
Doing forsaken Hubs or belt ratting or whatever is your doing for a living…
But you clearly state that you haven’t touched DEDS, Incursions, Triglavians, Abyssals, Officers, C3-C5, Sleepers, Mining fleets from null… I can keep going. Those are very demanding activities and even bling tanked were not easy, so most of the suggestions like “keep flying cheap ship” have even less sense, just please stop replying the same thing over and over. Your not funny, not cool, or whatever your trying to achieve.
They are much tougher than they were.
