Hmm you know “everybody” likes to gank no body likes to be ganked. That is in practive the wishes here boil down to give us easy targets to blow up (so called frogs) so we can play frog shooting. That is not demanding cs or quake in space (which have equal footing among combanants) it is demanding shooting gallery online.
In my opinion the game is beyond salvation if no major shakeup of all those existing mechanics is done that only benefit the established, rich and powerful vets.
We need young, aggressive blood in the game. New players that have incredible amounts of fun and advertise it to others of their generation. Which means players with low SP, poor as ■■■■, without much political connections but with the will to jump into any fight that looks remotely winnable in their cheap T1 kitchensink gangs. These need to find a space where they can fight and brawl and learn without just being prey to the vast options and tools of those sitting bored on top of their multi-billion asset stockpile looking to farm cheap kills. These need options to become ne next FCs, alliance leaders, revolitioners.
The existing vets cannot safe this game, because they have become fat, lazy and risk-averse for a large portion. They love their ISK, assets and killboard stats, their ability to project power and curbstomp and just farm others more than they love the adrenaline after a hard fight, be it loss or victory. And all their ability to just stomp anyone else remotely by jumping on them with far superior force in a blink of an eye without much risk.
There are much ideas around to do this, but most would create a major outcry of the establishment (people sitting on 100 billion ISK and having 200 million skillpoints will cry ‘mimimi you are nerfing my playstyle…’) and be blocked by the CSM anyway, so no, I don’t think we will see a new “golden age” ever again. It’s not possible with the players we have, it’s not possible with the leaders we have and it’s not possible with the devs we have. And no one who is in a position to actually break the circle is willing to do it, because the first one trying will be eaten by the others. That doesn’t mean “EVE is dying”, it will just keep changing into a more and more boring farming simulator. And any stage of the foodchain farms the next lower one.
Well, mostly because none of the above is true - from a ganker’s perspective.
Gankers are essentially just carebear farmers who prefer picking up their loot from a wreck over spending hours grinding in space to earn their income.
They want to operate where it’s convenient, where they’re relatively safe from interference other than the NPC kind which is programmed and mechanistic and they know how to work around. They want to make their profit in a decently short time and they really, really hate having someone come along with stupid anti-ganking ideals and mess up their looting. (You should see some of the threats that have been privately, or not-so-privately, issued by gankers against anti-gank players.)
I’ve stated any number of times that crime in New Eden needs to be an ecosystem, not a repeat-loop confessional where you do wrong, go apologize for your terrible flawed nature, get forgiven and head right back out to do it again.
Any time it’s seriously discussed, a pack of gankers will derail the thread until lock.
At any rate, to respond to your suggestion: the primary thing that motivates any activity in a game is the reward system. Rewards can have many vectors, the simplest and most obvious is currency or currency-equivalents.
Ganking occurs because it has several reward-vectors: the obvious profit one, and the emotional feedback of “Wow, me so strong, me dangerous!”. It’s not hard to see the superiority complex outside/inferiority defense inside going on with most ganker/hi-sec PvP promoters here.
The easiest and simplest way to turn the criminal system into an eco-system with predators and prey on both sides is to make it more rewarding to hunt criminals. You don’t have to limit what they do or put all kinds of restrictions on them - just make them financially worthwhile to kill.
Several methods for this would be quite easy: one of the more effective ones would simply be to make ganker ships worth killing simply from the drops alone. A large reason nobody bothers hunting them is that ganker ships, by and large, aren’t profitable to kill. Bog-standard fits with the minimal gear needed to pop a weak target aren’t worth the effort of killing them.
Follow the example of citadel cores, and make each ship require a Power Core that always drops and can be bought from/sold to NPC buy orders (as a Cracked Core). The size/cost of the Core would depend on the ship size relative to the DPS it puts out. This would not only become an effective ISK sink, but if the value was high enough (say approx. 4 million ISK for a destroyer, 10 mill for a cruiser, 25 mill for a BC) then you’d have a massive incentive for people to engage in PvP and hunt criminals.
Note: since the core cost is based on DPS relative to ship size, or perhaps DPS to EHP ratio, PvE ships could manage the expense of cores by having a lower ratio than gank-ships.

I do think that Eve needs to consider its demographics and try to bring others to the game, but saying that means you need to either recast what the game is or how it is perceived. for example . . . what would you guess the % male/female/other ratios to be? Do you think that those ratios are good for the game or detrimental?

I am staying, doing what I do and trying the new things if they interest me as they come along. Who knows, maybe someday now will be considered a golden age.

Change for its own sake is not necessarily change for the better. And ‘adapting’ to the shifting sands of people’s likes and dislikes is and endless road to nowhere as people’s likes change as fast as the weather these days.
That assumes that it is only the vets who like ‘the way things were’. I think that is a misconception. I’m fairly new, I love the original ‘cruel universe’ concept, as do many other noobs.

You love a made-up fantasy of the original concept fed to you by people you idolize. The bittervets you follow don’t present a real image of what EVE used to be or what it is now, this is how they’ve got you convinced that a niche interest like ganking is a linchpin to the entire game.
