Very simple. You. People like you, your friend, corp mates, and randoms you meet in the sky. Every player who harasses someone new just because they can without consequence. Every player who abuses the various in game exploits to disrupt others without consequence, just because they can. These factors limit the game’s retention of new players, and therefore the number of subscriptions that are maintained over time. Eve’s population has a hard cap, and as long as CCP continues to cater to sad elitist incels, it will continue to have that hard cap. No growth? No change. No change? No growth.

Until CCP is willing to address fundamental gameplay issues that allow people to engage in harassment without consequence, they will never see the game grow beyond its population cap, and it will never be possible to either lower or raise subscription rates. This is called: stagnation. The Eve player base’s behavior is stagnant, therefore the game itself, its population, and its subscription rates are as well.

In Game Harassment is the disruption of another player who would be unrelated to you in any way, shape, or form, if you did not choose to harass them, while the harasser utilizes game glitches and loopholes (bumping) to avoid any consequences to their harassment. Repeated Harassment (bumping a single player repeatedly, following them across different systems) is currently punishable, however, the rework of the bumping mechanic would prevent the initial harassment from taking place, and leave disruptive players without their giggle. Denying grinning apes their laugh would do much to boost the game’s population.

Appealing to the lowest common denominator leaves you with only low minded people in your game.
