So unless it’s a high demand focussed character you won’t get decent price.
Generally bidding starts at extracted value (cost of LSI - cost of extractor), which roughly brings 500m isk per 1m sp. Of course you can expect 600-700m per 1m sp if focussed with good fitting/support skills.
Kronos isn’t really that popular except with incursion community. So yeah you won’t get the price you are asking for it. The biggest issues are the implants, they are incursion specific (nobody goes mission running/ratting with 3-4b worth of implants). So your best customer would be incursion runners.
Now personally I would offer 16-17.5b isk but honestly I don’t care about the implants. If you are asking me about a decent price for the toon I would say 19-21b considering the implants too.
