Kelly can fly a charon right now. Her skills were developed before skill requirement changes. She has the Caldari Freighter skill trained and can take it all the way to V with no more trainingm if desired.
Edit: Turns out that this means she can bypass training ASC to V to get into a Rhea as well. I wasn’t aware of that.
