Just having high enough corps or faction standings gets you numerous locator agents.
… and one Level 4 is usually good enough.

just 3.75 base standings with any corp that has locator agents will get you level 4 agents, if your connections is at 5.
Just buy the standings on existing characters. It is far cheaper than even the minimum to make a character transfer reasonable.
