The servers are located in London.
CCP says they maintain a live mirror in Iceland in case London becomes non-usable for whatever reason.
The fact that they havenāt moved this around a bit means that the attack is likely targeted against them.
Bear in mind, most of the time these types of attacks are used to cover data theft with the odd bit of ransom thrown in. So who knows. If they are being asked to pay up then they shouldnāt, but theyāll not tell us, and if they pay up once then this will become regular. So all we can do is wait it out.
Seems odd to me that this happens around the same time a specific country doesnāt have the ability to chat in game.
