As someone to picked up eve recently Id like to announce Ill be quitting this game after finding out CCPs horrible history of game breaking bugs lasting for days with terrible engagement with costumers, while the game sounded fun I do not believe paying 20$ a month is worth the terrible state of the game and I will warn off anyone that would try to try out this game in the future

it Doesnt work, local is unreliable, chats are being closed from time to time, I got disconnected even just after jumping the gate while traveling, while no issues with my internet connection.

No, it wasn’t. CCP moved the chat servers to AWS cloud computing but they still manage the software setup and stuff. Outsourced would imply that Amazon Web Services sell an instant messaging for games service.

The Opt-in chat is a joke too. Ive been playing now for 5 months and seeing how this is handled, tells me they do not want responsibility, but they want your money. From reading the EULA they dont take responsibility for any performance issues and from the correspondence it seems they blame player connection. I run an ISP and have a dedicated connection. I leave port 5222 open for the chat server to work properly. how is this opt-in local working but the chat server not.
No, CCP uses their own chat service, they just run it on third-party hardware which again is fairly industry standard these days.
Let me put it this way, I run a community in Eve which has two websites, two hosted bots and a TeamSpeak server. Of that stack, we develop both our bots and one of our two websites. The other website and the TeamSpeak server are third-party applications but they are self-hosted in the cloud on Digital Ocean’s computer hardware.
CCP have their own chat system, it uses the XMPP protocol iirc (our websites use the HTTP), and they run their chat on AWS.
