You need to pay the transfer in EUR / USD. The rules has changed.
“A single character transfer involves a transfer fee in form of a credit card payment of 20 EUR/USD, 17 GBP or 1199 RUB.”
I remember you can still ticket GM manually to let them do the transfer with plex

Like I said be patient I knowed they make transfer only sometimes they have time to resolved problems sory for delay ( CCP should also say “sorry” ) I hope everything now is ok
