This is gonna be raw, both 'cuz I care little also because CCP won’t achieve it any time soon.
EVE has an old design, it was the right design to the time it was created, but not the right design to current era. The point being exposed in your post is the ‘time barrier’, in which CCP proposed a game model where you need to expend time (in or out of the game) to be competent piloting your ship. Latter they allowed the new guy to speed up the training with injectors, because even them realized their design is crumbling.
Now, the problem is they are too slow, they are still exploring this idea of speed up, but they should be exploring the idea of active play, EVE is too much passive play, even when CCP tries to create a button just for the sake of it.
Your point is right because these skills only handicap new players for the sake of it, it’s a freemium mechanism that the game does not really need. But removing it brings nothing to CCP, so they not gonna touch it, not until they have something in place to offer to new players before they realise EVE is that empty, it’s a complex mechanism with a very simple design.
Of course this is just my PoV.
This is not a critique to CCP, they doing their job right, catering to the vets that just want to keep doing what they doing and milking newbies the most they can, but that’s all about their design. And to be honest they are very good at it.
