The Gnosis is the worst ship ever in EVE for a multitude of reasons. The Gnosis is too versatile for its cost (supplants other battlecruisers that actually benefit the economy), it requires no mining or industry to be built (it’s being handed out for free) and it has no drawbacks.
A cloaky ship like the Stratios or the Tech 3 Cruisers are much better suited for PVE in low sec.
Lowsec-exclusive combat plexes can be done in T3C(Legion is the least viable imho), combat data sites will require at least a marauder.
Some of the scanned sites are very hard. Regular (battle)cruiser will not be able to run them solo or will take very very long time usually combined with a need to warp off and return.
