There is no scamming in EvE.
Assuming the rewards are purely chance based, with no additional mechanics to guarantee a drop at X boxes opened, it is indeed a possibility that no titan blueprints drop.
There also would be a (highly unlikely) possibility that no cruiser blueprints would drop, or that every drop is titans.
Does that make random rewards ‘with possibility of a titan’ a scam’?
In my opinion there does not need to be a Titan bp drop for it to be a valid ‘chance at a titan’, as long as the chance is bigger than zero.
It’s a big disappointment if no titans drop, but not a scam.
After all, for it to be a scam I would expect players to be scammed of their money, but we’re not paying anything for these boxes. We get them for free in the reward track.
Or are you one of those players paying way too many billions for those boxes on the market?

In many civilised countries they were enforced by law to publish their loot boxes odds.
Guess this is a “free” loot box, but as a nice policy they must publish the odds on every random item, or content generator so players can figure the real statistical value of a “high enough” number of items.
Maybe its not real random(), they may assign the loot based on a hidden ID tag=>list reference. Under this list, they may set a fixed amount of every item to be generated. We must know this anyway.

When it isn’t about loot boxes and just about RNG in a game there is no law to say the game has to publish all the chances.
In fact I think it devalues a game to do so, it reduces a game from a fantasy with rolls in the background to raw numbers, and it removes all sense of exploration. EVE doesn’t publish RNG stats of sites and loot as far as I know, it’s only by taking part in those activities that players can figure out what the chances appear to be.
And in the case of this new reward for an event track many players seem to be betting the chances of obtaining a titan are far higher than I expect them to be, seeing the prices people pay for this crate on the market.
Or maybe I’m wrong and people do pull a Titan blueprint out of every 100 crates.
