also is there a way to see more then 12 agents at a time?

Of course not because CCP knows that you don’t need to see more agents, and CCP knows that you don’t want to miss out on low sec agents. The last one is a desperate attempt to force more players through low sec because CCP has no ideas on how to bring them there on the players’ own volition.
