The Algos is one of the best ships for a role as a mini Noctis.
100% tractor range, so 40km for T1 or 48km for T2 tractor.
That’s it, no need for salvage “bonus” because rigs already have that covered and T2 salvager drones cover the other.
I’ll answer for QUAKEGOD upfront, no.
What version of the Algos are you using, because the one in Eve Online doesn’t have the bonuses you say it does. Just for gits and shiggles, I put a T2 tractor on one and had the same 24km range I have on any other ship not bonused for it.
I’m requesting that the devs add 100% tractor range on the Algos, many players use it already for this purpose.
I like the Algos too as salvaging ship because of it’s many high slots and ability to fly 5 salvager drones.

The exploration frigates are good salvagers too by the way, with high cargo volumes, salvage cycle time bonuses and drone bandwidth for salvage drones.
When people already choose to use an Algos over a Noctis for salvaging I think it’s clear that it is not the Algos that needs salvaging buffs.
By the way, if you’re looking for a destroyer with tackle range bonuses, the new Outrider seems to have them! It also has the ability to use an expedition command burst for extra salvage range or reduced salvager cycle time.
Also due to noctis being an Omega ship. Alphas going to Omega dont see any reason to make the leap to noctis
Wanting a “mini Noctis” is the real issue. Looting should be the Noctis’s role, not a destroyer’s.
