Paper DPS don’t matter if you can’t apply it. Angels have good resists against thermal.
Neither of those fits has enough shield recharge. You probably need full purger IIs plus at least one SPR (or perhaps a PDU if you need more grid for extenders).
Also, as a general matter passive tanking is risky because it blooms your sig so much. A blinged out active Gila is better able to tank BS and larger rats, while the passive is usually better against smaller targets (since you’re taking full damage against those either way).
But that’s all just general advice. I’ll play with fits a bit when I get a chance, but those don’t quite look up to the task.
