I was under the impression that no normal lvl 4 missions spawn outside the agents constellation.
for me the mission is always in low sec.

Then I think you will find that the low sec system is in the Agents constellation, even if the Agent is in high sec.

some missions (including burners) can spawn in next constel.
Except that its not in the same constellation.
