Yep, it looks that way… 
Maybe he’s under a research NDA for the purpose of non-competition which would be more healthy than the unhealthy competition patterns , research approved by the government that is, as illegal research is obviously not approved by the government, such as rogue government official doing research.
When the competition is a military attack it is also not safe for the Wardec parties to hire a party mercenary if they drink too much during their lazy research, even if that is some cake dough that they drink.
