Lotteries happen, but youd have to see how they run things. In particular the BIG Lottery
before starting something like this… I would definitely get an official response from CCP not a bunch of sea lawyers.

I was looking for proof that lotteries are not totally against the rules but that also the BIG lottery still exists as thats a most recent forum post for it
The BIG is free to participate, basically it is a random giveaway among people who sign up each month. That is why it is legal as the person running it earns nothing, just gives away stuff. The “lottery” in its name is from old times when paid participation lottery was still allowed (as far as I recall).
Why waste your time. Just host an ISK doubling service run by a bot. Best ROI of anything you can do in the game.

Everything else in this thread has already been discussed to death back then when CCP added my first quoted part into the EULA and with that banned any form of “games of chance” that isn’t conducted by CCP themself.
If someone gives something to get something in return and is there some form of chance element involved, then it’s in CCP’s eyes gambling and therefore prohibited. If you like it or not.
