Good news! (Kinda) this might be changing with Office 2024!
The tldr is you don’t need to subscribe but you do need to update, which is impossible for 2021 as an update is not available to add the features the excel extension requires.
This is likely to ship with the 2024 LTSC/Volume License/Perpetuual/Retail/Education. But we dont know for sure yet.
