Meh, I’ve never been a super big fan of Minmatar ships, so I don’t have a lot of experience fitting them.

That being said, the following adjustments will help you eek out a little bit more cap and damage application. You can also use cheap abyssals to increase speed, cap life, damage, and repair rate. Decayed AB, Large Cap Battery, Gyrostabilizer, and Large Armor Repair mutaplasmids range from dirt cheap to affordable. Moreover, you have a but ton of extra PG, and a decent amount of CPU to use as dump stats.

I recently got, and fit, a Tempest Fleet Issue, and can say your fit looks very similar to how I did mine. I’m certain there are a few differences in slot allocation, so I’m not going to post the fit unless you just want to see it. The long and the short, to answer your question, is that it doesn’t look like a bad fit at all. You have the AB for getting in close, like you need to, and then it’s going to turn into a can opener. Sorry for bringing bad news to you but the tempest is not very good at pve.
After not too long you will start to realize that using autocannons for pve will cost insane amounts of isk and while being really cool and even some variety in ammo choice, other options may look preferably.

Don’t get me wrong, the tempest is a great pvp boat but you are usually less concerned about the cost of ammo when you fight another ship.

As much as I like the tempest, I recommend you look at the typhoon.

should be fine, main problem will be range. can mostly fix that by upgrading to a machariel since it has the fall off bonus

I’d do something like this, honestly I’m not even sure what to do with the rig slots, rep amount rigs seem pretty obvious, or warp speed rigs if you are comfortable doing the missions. Maybe polycarbons so you have a bit of extra speed/agility?

the range is … well close range and the damage falls very fast. So you need movement to remain in close range (so MWD) and eg grappler to kill the webbers.

MWD means very small cap. close range means more damage incoming, so need more cap.

And then you realize that you can fit the same on an hyperion, which will tank 35% more and deal more damage at the same range AND have more drones. And also deal damage more suitable for the rats that don’t attack specifically the armor…
