An asset cap in NPC stations in tonnage for storage and hanger space for alpha accounts, 3 times the cap for Omega accounts and with office another 3 times and HQ another 3 times.
POS ownership remains with original corp when sovereignty is lost to another alliance. Then when damage goes below 50% then the POS will capitulate and the new alliance take control of the POS, then all assets and ships left in the POS, including the player hangers, belongs to the new owner corp.

The whole idea behind asset safety is to encourage people to live in Upwell structures. If some real life event prevents me from playing for a period of time, I don’t expect all my stuff to be gone when I get back.
The problem with asset safety is there is no reward for killing structures. I’d like to see a small chance of loot drops - perhaps 10% chance an item drops, 90% chance it is moved to asset safety - irrespective of value.
Letting people capture structures is unlikely to happen - killing them provides a useful material sink for minerals and PI.
In nullsec losing sov shouldn’t mean losing control of your structures. As long as you can defend it it will give you time to evacuate the contents of the structures. Forcing a capitulation the contents should go to the victor. structures should be allowed to be fortify to provide enough time for defense and content for PVP and a GF

You might want to edit your post to reflect this. As I understand it you are suggesting a storage limit for items in all npc stations (lower for alphas) and a capture mechanic for posses in sov null. Nothing to do with upwell structures what so ever, cept incentive to use them.
As for your idea on storage cap, I could understand this if the goal was to make players stop using npc stations.
For he POS change, I wouldent engourage it, as ccp has been working towards removing them from the game. I would much rather they were removed, rather than iterated upon. This has much to do with the old pos code that is preventing developers from doing other much cooler stuff.
I think that it wouldent hurt to get everyone on the same page.

The current sov system (aegis sov also known as fozziesov) has only minor fuel consumption gameplay element for TCUs. The in-game “owner” of sov is the TCU holder, while the IHUB owner is the one who gets all the sov benefits. Taking this into account, I would imagine that OPs proposal regarding POSses would be quite complex to even make sense of and even harder to implement. I’m not saying that its nececery a bad idea (if you ignore that POSes will be deleted from game), we just have too litle details.
But I would imagine it could be implemented to smaller upwell structures; athanor, raitaru and astrahus. If those 3 structures could be captured with TCU gameplay, I would imagine it could actualy motivate players to create content. It could be awesome, atleast for a while, before things settle down again.

All the limitations could be sidesteped by keeping the over limit part of your assets either in a private contract to your alt or by keeping them in a sell order on the market. All in all , its just an inconviniance for using npc stations.
I had to move without notice, and lost Internet for several months, and lost access to Eve for a while because of that.
When I got back, my alliance and corporation had moved. Many of my assets were put into asset safety because they took down the structures themselves. I’m already upset that I have to pay 30% to get them back, and I believe its a fair system.
No it was not, it was to limit npc station item storage capacity and to make POS towers conquarable in sov null. Read my earlier post for details. This thread is not about asset safety despice its title.

Remove asset safety for all ships, modules, rigs and ammunition( broad definition ).
Drop all ships, modules, rigs and ammunition( broad definition ) when a structure is destroyed.
