There is a mod maybe 20% of the time when I’m there (which is currently several hours each day, usually between 0900 and 1400 Eve Time). I guess more mods are active in US and EU TZ.
There’s usually at least one Russian RMT spammer every day and a referral link spammer twice a week if not more often.
The filters should catch those links and not display the message unless approved by a mod. But it seems CCP doesn’t care enough about them.

I’m not sure. I didn’t spend much time at all in Rookie but the very few times I did there was a moderator and I’m in EU time zone.
Wierd.
Meh.
People make up all sorts of things in this game, and then pretend that it’s somehow the status quo.
It’s best to question everything, and research for yourself.
