Not for free obviously, would be adjusted amount of SP, formula would be taking into account the extractor price that would have to be used. The end result would be comparable with SP sold on market.

They will only take loan and transfer ISK to other character, then biomass in such case.
The collateral needs to be something what someone already have, and what cant be abandoned so easily by that character. If biomassing would work and no assets would be extracted forcefully by the power of the system, then its already not effective collateral system.

I don’t think a war dec against a goon would be motivational to repay at this point. They are red to well over half the 0.0 population.
Or (neg 10) pirates, etc. Most neg 10 pirates I knew were funny people. They liked their bounties on their heads. Longer it was there it meant the longer they had not lost a fight. Not having a bounty…they’d be going you need to work on that and get a price on your head. And keep it.
Not to mention Goons are under constant wardecs already from multiple groups.
It like the people that come up with these “ideas” don’t even play EVE.
Also the minus -10 people with bounties fly such cheap ship each loss does nothing to the overall bounty.

If the statistics where to be believed in the end of year EVE vids. As an example, I had 3bill in my wallet after moving the ISK to my plex holder char. According to those vids, at 3bill in my wallet, that char was in the 1% of EVE players. that means you have poors everywhere in EVE. I still cannot believe that at 3bill you are considered the 1%. Just seems odd…
Hence why I guess people want loans.

Still, I just dunno how folk cant raise the isk to have fun. Maybe their fun is more expensive than mine.
I Imagine people would take loan to invest in something they have no ISK for currently, but they have abilities and skills to make ISK with surpluss needed to repay.
Like when someone doesnt have enough money for expensive Battleship fit and would like to take part in Incursions that would pay it back with surplus.
It is a method of using free resources to boost the possibilities for industrious people.
The only thing that would be hurt by this is actually CCP PLEX income tho.
With PLEX players have to buy their “loan” with $ and sell it for ISK esentially, as item in game.
