Bell Dropped Service - EVE Launcher starts but no game

Hi, Bell lost service here in Nova Scotia for hours yesterday - now the launcher starts but the game will not start.

I have disabled the second monitor
I have cleared Window Cache
I have deleted and reinstalled the Launcher
It is not running in the background. (from task manager)

ANyone have any other tips.
