Difficult, but hoot haas above makes his observations clear. The road to becoming a more mature player from the initial game is difficult and needs to be made easier or at least clearer. I have suggested some form of incentive driven fleet missions to bring in new players to introduce them to faction and non hi sec gaming.

New player fleets that are created with incentivised missions
Hubs where people can pick up this content. Maybe the trade hubs where a player can become a mission agent for newer players to join a fleet

Re the skyhooks, one suggestion I make is to better beta test content before release. SOE had some very good incentivised play for this purpose to find weaknesses before launch. Something similar would prevent having to nerf new content

Fighting against toxicity is a strong case, as it comes with the territory of gaming -everywhere-
However. How would you handle a hypothetical stalemate wherein both parties are believe the other to be toxic, but only one party can really be telling the truth.
But then again, truth is based on the perspective of the perceiver.
It would require some judgement. I have seen some explicit toxicity in my time, both here and elsewhere. In the case of people coming to verbal blows in a public forum I would be inclined to suspend both for a cooling off period

The problem is when toxicity manifests IRL.
How does CCP handle such things when their only course of action is recommending contacting local law enforcement? First and Second hand experience show a pattern of looking the other way when certain in game personalities are often the ones involved.
And It’s far too easy for one party to throw labels to instantly discredit/negate someone’s opinion. Wouldn’t a better solution be to -not- pander to the most toxic individuals in the game?

Why CCP is like that I don’t know, maybe it’s their Viking heritage that just lets them ignore it all and they think it’s funny, I doubt we’ll ever find out one way or another.
But, if CCP tells someone to contact their local police then CCP should absolutely be stepping in.
