C2: Forgotten perimeter gateway. Loot cans always empty?

Looks like regular relic site. The only visible difference is rats.

But then almost always cans are empty. Last run: 1 can provided with 1 item. Others are just empty.

Do i do something wrong? Or this is just broken content?

Very similar experience. I think it is intended to be a kind of combat anomaly with worse EHP/ISK ratio, than perimeter hangar, but slightly better EHP/ISK ratio than rest of normal anomalies. If you shoot all NPC and warp out site will disappear anyway, so farm NPC and do not bother with containers, IMHO.
