Can ESI Create A Fleet?

I did not see a mention of it in the documentation. I am attempting to build a Mining Fleet Tool with Discord integration.

Can invite people and create squads/wings; however you can’t directly create a fleet via ESI ATM.

It would be convenient if it could automate creating the fleet.

Was already suggested https://github.com/esi/esi-issues/issues/280.

However, I don’t see it being implemented anytime soon.
