Basically it’s a spaced out fan boy who might have been a member of NC Dot, encouraging them to fight the good fight against GoonSwarm and TEST.
Also the gun in the foreground has GoonSwarm colors.

To quote a British friend… The guy is absolutely nutters.
Ray Sipe is… An eccentric oddity. He just makes up random crazy videos. Don’t try to find rhyme or reason there. Nor assume he has any affiliation with EVE. I doubt he even plays. He just read a little, was inspired, and decide to make yet another crazy video to get attention.
