If you mean LS lawless systems, sure!
I would be very surprised if it was possible to bring them into HS lawless systems though.
Lawless systems are only temporarily lawless, after which they go back to their regular old (HS or LS) rules.
Capital ships are not allowed to do anything (fight, be traded) besides ‘mining for memes’ in HS, so CCP would have introduced a big problem for players and for themselves if they added ‘entry of capital ships’ on the list of HS lawless exceptions.
