Whenever we want to do events which involve messing around in the sandbox like this we need to get approval in advance from IA and we have to be pretty specific about what it is we intend to do. For this one we were green lit to take some shiny spaceships and mess around in highsec and abyssal deadspace but we never sought permission to sacrifice a titan in lowsec.
Yes, going into Rakapas was a mistake, but once the 'bus got tackled CCP IceCream faced a dilemma - either get pitchforked a bit by players for bugging out or explain to IA why we didn’t stick to what we’d agreed were the boundaries for this event (and thereby potentially make it harder for us to get permission for these kinds of events in the future).
I’m sorry folks felt they were denied content but IceCream made the right call.
