Anyone know how long it will take before ccp does the buyback?

The buyback of all POS related stuff. Examples include towers, guns, lasers, harvesters, labs, silos etc. CCP Fozzie stated at Eve Vegas that all that stuff could be reprocessed for its full mineral/material content. Thus far that has not been the case.
Come on CCP! When and how can we redeem that stuff?
Fozzie seemed to hint that it may be part or at least after the Upwell 2.0 change coming in Q1 next year.
