It indicated that he was still playing and that he does risky stuff in game, unlike you and others.
I understand that the key thing about war decs is target selection, I have been told that war deckers will only go after people who can barely fight back or have no reason to fight back. It does not matter if he is better than most, the comment that he is risk averse still applies.

im possibly odd as i see high sec ganking for pofit (haulers and such) as equatable to actual piracy; i do however despise the ganking of barges for… i still dont know what tbvh; Most gankerrs that do it for profit are in alliance and player run corps so are open to be wardecked though the security mechanics are somewhat ‘off’, for example they can still dock at local stations and citadels for example, even at -10.
the ‘police’ are also terrible at actually catching them
