A simple statement from CCP, as per the data they are privy to, that we arent.

It was already linked in this thread that there are PLEX which get created:

They are created.

So who is lagging behind?

And in this thread it was stated that:

Unfortunately we can’t drop or give it out in any quantity that is desirable without cutting into our sales. At that point, it is likely that we would just be reducing our sales, not reducing the price of the PLEX on the market.

Which implies that the MAJORITY of PLEX is payed for.
