I see no reasons to let null sec dwellers to become dirty rich as long risk vs reward is even lower than in high sec.
Don’t assume every one who lives in Delve is as smart as their leadership is. To everything in EVE will you find someone who complains about it. There is always a group of players who find space X is better than space Y or that someone should have what they don’t have. The sandbox allows players to create a lot of things, and most often is the gain of one player a loss for another.

I understand where you are coming from. Hisec can be very lucrative if you know what you are doing, have a ton of capital and all the production skills, most of the people have indy setups around the Forge and make a huge amount of ISK. One guy in my alliance just uses his hisec indy to pay for his nullsec life. The issue is more to do with the average or low level player and what they can get out of it, and that is what you should focus on, and I think that the reward for what I call newer less SP or rich players is too bad in hisec.

I’ve just explained it in the comment you’ve quoted me. You don’t get the same resources nor the same quantities in high-sec as you can from low- and null-sec. This has always been this way and it’s intentional.
All null sec regions should see a balance of this kind:
If there is players stuff destroyed in particular system, there is a lot of anomalies and good loot in that system, then if nothing of player stuff is destroyed for a while in the same system, the rate of anomalies spawning is very poor in the system, and loot is worse a lot.

We could in theory all live peacefully in EVE, be mining away happily, farming NPCs, and end all violence between players. Then you’d have no risk (other than from NPCs) and all the rewards. So in a sense is the risk fake. It’s player-made.
It’s then because some players want what others have, and they take it away and do it over their dead bodies. They not only want the resources, but they want power and authority over others. It’s all fake, because it’s just a game, but also very real at the same time.
