It’s spammed so much that I wouldn’t be able to hold a conversation in it anyway. And I don’t want to block one spammer just to have 2 more pop up and repeat the ad nauseam.
I don’t have enough programming background to suggest a better idea. But I agree with the OP. It’s a problem.

You somehow turned a handful of spam posts into ‘infinity’…when the reality is that right click and ‘block’ gets rid of the handful of spammers in NPC corps and even in local chat. And it is even less of an issue given that most people don’t even spend any large amount of their time in NPC chat.
CCP wants to get new players to log in the web site and buy stuff. That’s why they reward spammers and why there are so many. It works, people buy omega and/or Plex when they get the SP.
It’s also easy to avoid join or make a Corp, leave the starter and career systems.
Don’t expect CCP to do anything because it’s working as intended.
It is hyperbole. Nothing but. I just did 44 jumps and did not come across a single 1m ISK SP spammer in local. Not one. I never encountered Rail’s…er…what was is…ah yes…INFINITY of spammers…lol.
The handful of spammers who are in NPC chat can easily be blocked with two clicks. So where is this major, earth shattering, problem ? Why are there so many ‘think of the poor noobs’ posts from people who were last a noob when pterodactyls were flying ?
It’s yet another of those making a mountain out of a molehill issues that chronic whiners rattle on about under the delusion that they are saving noobs and the game, when really it says more about chronic whiners ( oh…hi Mr Epeen ) than about the game.
So…here’s the horrifying reality. Noob alt of mine in NPC chat just a few minutes ago. In the space of 13 minutes…just 3 lines of 1m ISK SP spam. The horror ! This must be the INFINITY Rail spoke of ! How will my noob possibly cope !! I am now suffering from PTSD and am going to have to call the United Nations to get this practice banned.
Of the 258 people in NPC chat…nobody else was saying anything anyway. So I’ve been distracted from precisely nothing.
It isn’t the apocalypse, true. All one has to do is ignore the chats and set mail contact restrictions.

I said the filters need to be on by default or they’d not have the desired affect. The desired affect being: not having new players #uninstall when they see the wall of spam. That’s pretty obvious.
NPC chat used to have a thriving community, which is a much better look for a new player than a wall of spam.

How would you know? As you said, you don’t spend any time in the rookie corps, because “the first thing you do is make your own corp.”
Technically, the spam that you’ve posted is in the space of 5 minutes.
And why do you think that is? I provided a post earlier where it showed the spam killing the conversation. Also, if you’ve got any of those bots blocked, there could be quite a few more spam posts than what you see. So what will a new player see? A wall of yellow.
At this point, I’m kind of tempted to create a goonswarm alt and spam their alliance channel until some null bears take note of why it sucks. When they kick the character, I’ll just make new ones and continue the spam.

Nice try at a diversion, but I repeat…Rail has provided zero evidence that anyone has ever uninstalled due to SP Link spam. He’s made the claim…he needs to provide the evidence. He has none.

I also agree, just blocking them isn’t enough.
What is interesting is it seems that CCP doesn’t care? Or perhaps they can’t make a change to chat without breaking something. Or there is some sort of financial incentive on their part that justifies keeping it alive (as in, brings in sales).
What would really be interesting is to do some sort of study and see if it has a negative impact on new players, type, and extent.
CCP made a comment about combining the rookie corps into one a few years back (fanfest 2022 maybe?) If that’s still the plan, they’re probably waiting for that implementation to make changes in relation to the spam.

Without any actual evidence, that claim is actually just your own totally un-substantiated opinion…which you are trying to fob off on everyone as fact when it isn’t.
It’s the classic tactic of whiners on the forum. Invent some major ‘problem’, and then invent how this invented problem ‘must’ be affecting all the noobs and we have to all care so much about it.
But…I suspect the noobs are actually doing just fine, and the real problem with Eve is the vocal minority of habitual whiners doing their best to poison the well.
