Only thing I could say to do with low sec at the moment is remove capital ships. Forcibly, if you have a capital ship in low sec it’s magically transported to the nearest NPC station in 0.0
Freighters of course would be excluded from this.

I don’t have too, everyone has already blown apart your suggestions. More importantly they are so wrong for low sec the devs won’t read past “Allow Bubbles and Bombs”, so really it is a dead topic.
… you realize LS will still only be held by a small number of groups all just using shell alliances right? did you even think about this one?
