I experience the same issue as well as described by multiple people above. All graphics/screen images stop refreshing but the mouse.
No steam, Nvidia GTX 980 Ti, Windows 10.
Saw in another post people saying it was the gamebar.
Settings --> Gaming --> Game bar (but I disabled all that crap)
Seems to be working so far; and it would explain why everyone who has the problem has windows 10.

I have checked my settings and my computer still locks up whenever I try to relocate an active client to another monitor. Sometimes it locks up and sometimes it doesnāt. Also using windows 10.

This did not solve the issue for me.
I am also having this issue along with black screens occasionally on docking. Windows 10, GTX 1060 non steam version.

Switching to DX9 has fixed the issue for me but it really sucks that thereās nobody talking about this issue. Itās been happening since the Fall Creators Update (September 2017 ish). Iād really like to go back to DX11 and will run whatever extreme logging CCP wants if it helps them fix this.

This is still happening. People have way overpowered computers for this to be happening. I mean, think of how catastrophic this is, especially in this game, esp since most of us are doing other things on these computers.
Come on CCP. By the way, using windowed mode as a work around, but that is really ugly and sucky. And is a nightmare to adjust a stream to.
This issue seems to be sorted now, I have changed displays a few times and no problems. I donāt know if it was the latest Nvidia driver I installed or CCP releasing a small fix. Probably Nvidia fixing whatever the latest Windows 10 update did to the display drivers.
Looks fixed for me too. Will report back if I run into more problemsā¦
I am still having the hard lock up problems and its getting worse. I am playing on my gaming laptop and it used to only happen when I would switch between characters. Now when I am even only playing the one and trying to log out it wonāt log out. I can move my mouse around the screen but it wonāt log out and I canāt click on anything and have to hard restart.
Switching to window mode, switching monitor then back to fixed is working as a work around for me
