Yeah I think they realized that a covops cyno for JF’ing actually made it safer/faster (which doesn’t bode well with Chaos)
I assume they could have just as easily made a VIGIL CYNO module that simply shows the cyno affect but allows no ships to jump to it.
Saying you made a freighting cyno so that people can hold vigils seems a bit far stretched imo.

The only saving grace of the cyno change announcement in my mind was covert cynos for Jump Freighters. Necessitating a swap from mass T1 frigs to a couple covert cynos that moved around your route quickly was, to be honest, a good game design choice, pushing more active play. It forced JF pilots to put some skin in warping around instead of placing clones and liquid ozone at every stop. I appreciated the thought behind it, even though it pushed me to divert my training queue across 5 of my 9 characters.
This, however, is just a complete nerf to Jump Freighter logistics to make thankless jobs harder. The restriction to only fit to industrials, having to field a bulkier, more expensive, but equally defenseless ship, means that jump freighter quality of life is not your priority in this decision.
My request: Please reconsider allowing the use of covert cyno fields on Jump Freighters. Alternatively, please significantly reduce the cycle time on the Industrial Cynosural Field Generator and/or consider making the cynosural field not visible on overview.
So, industrial ships are quite big, 20k m3 packaged. If I do a three cyno jump route, this means 60k m3 in cargo since I need to provide a replacement for each cyno ship which will be blown up.
JF cargo is in the 300 - 360k m3 range with expanders, or Jump Freighter V, meaning that I won’t be able to run 320k m3 contracts for Black Frog Freight as I did before. Is it the end of things ? Not really, I can adapt. But with this single change, you are hugely changing the JF route logistic. Especially for logistic corporations.

I have no opinion on the other aspects of the cyno changes, but as a JF pilot, it simply makes my life more difficult, without increasing risk (T1 or Noob ship, same story when they are locked for 10 minutes), nor reward. So all in one, a purely negative decision.

Now that blockade runners can use it, you can use a covops to go through hostile space, light a covert, bridge a blockade runner, and use the BR to cyno in a JF.
Safe way to stock up a structure that is outside home territory.
Not sure are DST’s, though. Maybe a few people will honey dick with them.
Is this seriously the most important issue? Cyno vigils have nothing to do with gameplay. They’re cool and everything, but it shouldn’t be a deciding factor. There are way bigger balance changes that take precedence.
