Character Transfer ERROR

Was trying to buy a character and the guy trying to sell it to me is getting a error when he attemps to.

I am pretty sure its not a scam at all because he showed me screeenshots and he indeed has a error.

it says { character transfer is lock, please contact customer suppor{t in red on top of screen.

there shouldnt be any problem but for some reason there is.

he put petition in but you know how slow ccp can be

And this thread will somehow make it happen faster? Patience is the key here.
