Characters appearing in multiple systems at once

How can the same player be in 3 or more systems at once? Lately I have been warping through null sec and I jump into a system and player X is there.

Jump into the next system X is there.
Jump into the next system and X is there.
Jump into the next system and X is there.
Jump into the next system and X is not there.
Jump back to the last system and X is there.
This is without X following me through gates, he is simply in all systems at once. This seems like a CCPlease fix your ■■■■ glitch. CCP has been the kind of company that adds the red dot, but still can’t figure out their chat/local system.

Maybe because chat is still broke AF?

CCP in 2016: We’re removing the in-game browser because we don’t want to use third party software
CCP in 2018: We’re switching the chat system to the Jabber protocol because it’s a cool third party software

It is true, CCP suffers greatly from poor decision making protocol.
