Chat Going All Out Crazy (Again) Showing People Offline In Other Systems

So, I am seeing a character in local, I know this character is docked in a different system, and also just logged off. Not everyone in system see this one present.

This is far worse than the standard chat just not working, disconnecting here and there, or being 3+ minutes delayed for some character.
