Forget Citadels - Mobile Depot and Mobile Tractor Unit proliferation is more of a problem. They could start with changing the reinforcement timers on Mobile Depots to 4 hours and preventing access while in reinforcement. As for Mobile Tractor Units, they should allow stealing from these as the only action triggering a suspect flag (you can shoot without consequence).

yeah lets forget their balance outside of jita… they should just shorten the in space timer to 24hrs for these

I’m fine with that. Especially with the new small Upwell structures CCP is hinting at.
I can’t believe I am going to say this but the answer might be a progressive tax(i make myself feel sick). Each additional citadel a corp anchors increases that corps tax rate. The tax would have to be paid to some form of central entity, maybe Humpty’s Relief Fund or something similar.
Of course, this would create other issues like larger corps breaking into smaller corps and functioning under an alliance banner but these things can be worked out I’m sure

I think you miss my point. The tax is not paid to the corp the tax is paid to an outside body. Hence my example of Humpty’s Relief as being a possible recipient. I probably should have said introduce a new type of tax but thought that using Humpty’s Relief as a possible recipient would show that.
So we create shell corps to hold structures once past a certain threshold which would mean we start paying tax?
Please… one shell corp per structure.

Well I’m assuming they don’t regard 2 structures for a corporation as proliferation. Otherwise moon mining for example, or daring to have a citadel and a factory…
