Just not in Pochven, Pochven has delayed local where people don’t show up unless they talk like wormholes.
Everywhere else, yes.

Cloak and local are not interdependent. Local is specific to the area you’re in. Cloak is a module fitted on your ship whose attributes and qualities are specific to that particular module. Cloak does not interact with local.
There is this class of ship, however, called Combat Recon Ships, which are invisible on dscan. No ship hull gives you invisibility in system local.
