Only thing you can do is warn others of this person, and to warn them not to use their buddy invite link.
Promises in EVE are like promises to a girl. You can promise the world, so long as you can get in her pants. After that, its a crapshoot as to whether you will be there in the morning.
Actually, i believe this falls under some new player scam rule ccp made up, i think you can send them a ticket about it.
Create a ticket, players are not allowed to scam people with buddy invite stuff.
