I would not vote to expand Concord in low sec.
And, speaking for myself, alone, I spend my time in low sec, npc null, and high sec.
I really don’t like anyone telling me what to do, and who to target. I find high sec is perfect in that regard. No blues and everyone else is a potential enemy/ally; but, I am the one to make that determination. Concord has nothing to do with it.
In point of fact, I suppose I spend my time in low sec and npc null specifically because I dislike Concord.
However, I can understand why CCP designed Concord to begin with. My take on it is Concord was designed as a placebo, a cushion, to give players the illusion of safety, while actually not providing any safety at all.
I write this as…if CCP intended high sec to be safe, at any point in EVE’s past two decades, they would have locked “safety green” for anyone entering high sec. There would be no “criminal” activity period.
Since CCP didn’t do that, I can only deduce their intention, originally and continuing up until now, has been to give the players a choice whether or not to summon Concord. You can summon Concord on grid as a protective force, through the use of an alt to protect your ship, or you can summon Concord by shooting another player, per CCP’s rules of engagement for high sec.
CCP has a set of rules for engagement in highsec. You commit this action and you get this response from the game’s programming. It’s very simple.
So, to me, it is very apparent CCP intended from the very get go to allow players a choice.

How about expanding CONCORD to null sec and wormholes too? That would be awesome wouldn’t it? Maybe the best solution is turning off CONCORD in highsec and on in nullsec/wormholes
I can’t believe these people consider having CONCORD in lowsec, are these people just trolls? Why highseccers believe they have any voice at all in the game, in life, and even in lowsec?

That would be my own guess as well. It’s clear CCP wanted people to have the illusion of safety without the substance. Which is fine, I’m sure they were aware that EVE already crossed well over into “niche appeal” and wanted ways to both attract casuals while still keeping the fantasy of being a ‘bad guy’ everywhere.
In regards to the OP - personally I think Concord in Low would be terrible. I’d sooner adjust the game to remove Concord from High than add it to Low.
However this sort of ‘one change’ approach tends to end up with various bad side effects. It works better to consider the wider picture of the game. What should be the experience of a new player, then as they become a ‘somewhat experienced player’, then a fairly well informed player, etc. What are their options, where do they go?
I’d be more interested in a layout where High sec, say, was 1.0 to 0.7, and Neutral territory was 0.6 to 0.3, with rules like Low now, but no capitals and no cynos. Maybe a couple other adjustments, like stronger sentry guns. And then current Low sec rules would be just in 0.2 and 0.1.
Along with various changes to the rewards and activities available in those spaces, I think that would provide a much better progression path for players.
It is clear to see CONCORD is there to protect gankers because they can’t protect anyone else, so to solve this issue let’s remove CONCORD to get rid of ganking.
Yes, since CONCORD only shows up after you have been ganked, your logic is infallible … wait a minute, did you just do a Jedi mindtr… uh, Yes these aren’t the droids I am looking for, move along.
