Cyno jammers and npc space

So Im just trying to move thru a region and noticed a system jammer in a npc null sec system. I thought the system wide jammers, the modules that attach to your pos, you need sov for this module to activate, being you need a infrastructure upgrade for the module to work…

I dont see any on d scan anywhere in system and I launched combats with no luck… so I am baffled. Why cant I lite a cyno in this system, even though I could in the past. why cant I find the jammer on d scan?

thanks for any tips. I did google and am still googling. but with nothing in return so I ask here. cheers.
