Are the old Data Centre Missions dead and defunct? It seems near impossible to find the required tags to complete the higher level agents (20 tags of the various types each) on any rats in the area and as such the market for these tags is also non existent. Is this part of EVE that CCP only half removed?

depends which tags you are after: they do still drop, but mostly off belt rats
